想请教以下句子的一些问题

问题一: "push to the inside pages" 的意思，是指乌克兰让中东问题变得更重要吗?

这句看不太懂。我自己的理解是，前半部的"叙利亚的屠杀"是呼应中东问题，但后半部的
"利比亚动乱"为何又不值得一提呢? 语意上接不太起来。
