国务卿 John Foster Dulles 表示：
严格按法律来说，福尔摩莎及澎湖群岛的主权从未确定过。
这是因为对日和约仅涉及让日本放弃对这些岛屿的权利与（主权）权源。
但对日和约并未决定其未来的（主权）权源，这在中华民国与日本订定的和约中
也没有决定。因此，这些岛屿（福尔摩莎与澎湖群岛）的法律地位和始终是中国领土
的离岸岛屿（金门与马祖）的法律地位是不同的。

Technical sovereignty over Formosa and the Pescadores has never been
settled. That is because the Japanese peace treaty merely involves a
renunciation by Japan of its right and title to these islands. But the future
title is not determined by the Japanese peace treaty, nor is it determined by
the peace treaty which was concluded between the Republic of China and Japan.
Therefore, the juridical status of these islands, Formosa and the Pescadores,
is different from the juridical status of the offshore islands [Quemoy and
Matsu] which have always been Chinese territory.”
