我能肯定美国在北京私下和公开发表的声明，包括《美中联合声明》，不代表美国对台湾主权的立场有任何改变。美国对台湾地位的立场，包含在美国与中国从1972年到1979年签署的《联合公报》之中，在公报中声明了美国“认知中国的立场，即只有一个中国，台湾是中国的一部分”。这也是美国最后一次对于台湾的地位发表声明。
过去三十七年来，美国明白表示“认知”不代表认可、不代表接受，除了“认知”以外不代表任何意义。过去三十七年来，有许多场合都有人对美国施压，要求美国在台湾主权问题上采取更明确的立场，美国从来都不曾同意。美国向来敦促任何台湾海峡两岸之间的议题，都应该和平解决，并且得到海峡两岸人民的同意
在我结束我的开场白之前，我想要为《美中联合声明》做几点澄清。
首先，美中三个联合公报，或是之前的任何美中联合声明，都不曾提过台湾关系法。中国绝不可能同意将台湾关系法纳入此次声明中。
第二，在《美中联合声明》中只有一段跟台湾有关。那一段的开头是：“美国与中国强调台湾问题在美中关系中的重要性... ...”。该段中有一句声明，“中国”，请注意是中国单方面，“强调台湾问题涉及中国主权和领土完整... ...”。
