Clerk of course就是stewards/Race director
所以一旦他认定安全性没问题
他把SC叫进去并没有冲突48.12的这一段
因为这条但书是"除非是必要的，SC才要多带一圈"
但是这个但书并没有成立，因为Masi判定这些车先去绕圈不会影响比赛安全
所以SC直接in
结论是48.12的解释完全合乎规则
