各位前辈好，
小弟最近在和同事们讨论，对于"大型专案"的定义。
不论是在工作上或面试时，都有意无意会提到，
"有没有维护或参与过大型专案",
这个时候，就衍生出一个问题，
何谓大型专案？
以下为小弟我在网上找到的对于"大型专案"的定义：

According to the Oxford Handbook of Megaproject Management,
"Megaprojects are large-scale,
complex ventures that typically cost $1 billion or more,
take many years to develop and build,
involve multiple public and private stakeholders,
are transformational, and impact millions of people".

as sometimes (e.g. in developing countries)
a relative approach is needed because in some contexts,
a much smaller project (such as one with a $100 million budget)
could constitute a megaproject.
Therefore, a more general definition is
"Megaprojects are temporary endeavours (i.e. projects) characterized b
y:
large investment commitment,
vast complexity (especially in organizational terms),
and long-lasting impact on the economy, the environment, and society".
大体上似乎专案的"大型"也就是其规模，是取决于
A: 投入成本。
B: 影响人数
C: 复杂度。
而在Wiki这里面有提到一些数字：
1. 投入成本： 10亿美金
2. 影响人员： 100万人
所以，如果照着wiki里的讲法，以上二者成立，才能算是"大型专案"吗？
