最近有陆续小笔卖出SCHB，每次5股，最近一次的通知信件内容如下

里面多了一笔费用Exch Process Fee，$0.01
虽然不多，但我在7/26卖出1股的时候，并没有这笔分用，10/15起就出现这笔费用。
不过也是从10/15我改成每次卖5股，不知道有没有影响。

这费用不列在commision里，而是独立的项目。
信件对此费用的说明:
- Exch Process Fee: This fee offsets costs incurred by Schwab for the
exchange of securities - including those relating to assessments on
broker-dealers by an exchange or other SRO - for equity, option, or other
covered security sell transactions and option security buy transactions.
大意是交易的安全费
想请问这是否为新政策?是否能够避免?虽然0.01镁也很少就是了，谢谢阅读
