这是德国法哲学家 Georg Jellinek 在书中提到的理论可以看到的英文是 the law as an ethical minimum有原句还是用原句，尽量不要自己翻译，以免词不达意可以参考这篇论文的第一句话https://tinyurl.com/ycnnk584
