想问这个影片里面

主持人在谈到英国维多利亚时代的伦敦柯芬园时
多次用到there would have been
我想问为什么要这要用?
可以用there was、 there were吗?
句子如下:
1。(影片在47秒时)At that time, too, there would have been street
performers.
2。(2:49) Also, there would have been a lot of crime around here because
the families were very poor.
我对would have been的了解,只有国中时教的假设语气
但这里似乎不是假设语气
然后我又查到这个

could, may / might , must, should, would 这些助动词加完成式 have p.p. 的话
全部都是在指过去的事情, 而且几乎都是一种 ”放马后炮” 的意思
would have p.p. 则是 ”(当时/之前) 原本会...” 的意思
例: I would have helped him, but he was too lazy.
表示当时是因为那人太懒而没有帮他
但是这用法和我这影片似乎也不一样?
不知道是否有人可以告诉我 这影片里there would have been的用法
