条约不一定要割地赔款。
: 3.冲绳返还，美国将冲绳的管辖权归日本国．并要求日本国赔二战攻打冲绳的损失．
这只是战争状态结束后的处置。
: 4.竹岛．北方四岛．台湾 ，依然被占领中．
这只是战争状态结束后的处置。
: 5.北方四岛，俄国普丁将在今年前往日本国研讨签订和平(停战)条约.
: 原因是旧金山条约并没有俄国签名．
苏俄（今俄国）早在 1956 年 10 月 19 日与日本共同发布的“日苏共同宣言”中，
宣布终止对日本的战争状态。
: 不知道这样子的推论对不对？
旧金山和约对日本及各签约国而言是终战和约。

旧金山和约第 1 条 a 项：
The state of war between Japan and each of the Allied Powers is terminated
as from the date on which the present Treaty comes into force between
Japan and the Allied Power concerned as provided for in Article 23
日本与同盟国各国间之战争状态，自本和约依第 23 条之规定在日本与该同盟国间
生效之日起终止。
旧金山和约第 23 条：
a) The present Treaty shall be ratified by the States which sign it,
including Japan, and will come into force for all the States which have
then ratified it, when instruments of ratification have been deposited by
Japan and by a majority, including the United States of America as the
principal occupying Power, of the following States, namely Australia,
Canada, Ceylon, France, Indonesia, the Kingdom of the Netherlands,
New Zealand, Pakistan, the Republic of the Philippines, the United
Kingdom of Great Britain and Northern Ireland, and the United
States of America. The present Treaty shall come into force for each State
which subsequently ratifies it, on the date of the deposit of its
instrument of ratification.
本和约应由包括日本在内之签约国批准，并于日本及包括主要占领国美国在内
之下列国家中多数之国家寄存其批准文书后，对所有为批准之国家发生效力：
澳大利亚、加拿大、锡兰（今斯里兰卡）、法国、印尼、荷兰、新西兰、
巴基斯坦、菲律宾共和国、英国及美国。对在此之后批准之国家，本和约应自
其批准文书之寄存日起生效。
b) If the Treaty has not come into force within nine months after the date
of the deposit of Japan's ratification, any State which has ratified it may
bring the Treaty into force between itself and Japan by a notification to
that effect given to the Governments of Japan and the United States of
America not later than three years after the date of deposit of Japan's
ratification.
若本和约未于日本之批准文书寄存之日起九个月内生效，批准本和约之任何国家
得于日本之批准文书寄存之日起三年内，通知日本及美国政府其有意使和约生效
后，使本和约于日本与该国家间生效。
