我在书上看到这样的一个句子。

the American people.
空格的答案是 that
书上的解释是说The fact ....is largely ignored by the American people
是主要子句，由that带领的是同位语。
我的问题是，当我第一眼看到这个句子的时候我发现有3个be动词
are, are, is.
我不知道怎么断这个句子做结构分析。
回到我不知道答案之前我选择的是is that. 感觉就是比较顺。
现在我纵使知道答案了，下次再遇到类似的句子，我还是不知道从何分析起。

as Adj as 可能是连接两个对等子句，因此[the forests of NA] are shrinking as fast as[[those of the Amazon Basin] are] → 后句倒装为are those of the Amazon Basin (the foreses of ...)主句架构 The fact that [...] is largely ignored1) The forests of NA are shrinking2) those (the forests) of Amazon are shrinking3) (1) almost as fast as (2)4) The fact [that (3)] is largely ignored [by ...]

这个例子可能是主语太长，为了凸显动词而做的倒装比较属于文体风格方面（而不是语法）的考量
