This is the most logical interpretation. Spoken language is littered with
things that would be regarded as errors in writing. If you try to apply the
rules of writing, when people have more time to consider things, to speech,
you will find many errors. Try starting by thinking what the speaker wanted
to say- that will help.

我不知道文法术语，不过看来两个逗点间 when 开头的那句是在修饰/补充 try to apply the rules of writingto speech 这件事

若你在那边的问的#6也是像你这篇问的内容的话，你早就得到答案了。比较:“我可以这样子想吗？你的标篮色的句子等同我改写的这句vs你这篇清楚的说明你是哪里不懂。你不是“改写”，因为改写的一个涵义是“我懂你的句子喔，你不要以为我不懂喔，但是我想我这样子改写是不是....”用你这篇问的方式/内容再去那边问一次。强调是when-clause 不懂(不要标整句)，特别是“ people 是否指像我这样的‘人’吗？”

或者试着用因果关系理解看看：为何用写作规则检视口说会发现很多错误？因为写作时人们有更多时间思考（所以写作的文法会比较严谨）

...就你说话的时候你不会注重文法，但是写文章的时候会注意文法，就这样...
