请问高手们一个英文观念问题

as of / as from / as at的异同
我有爬文了
但是还是想来这里请教高手确认
我的认知是
as of = as from
=截至....时候为止
或是
=从......时候开始
(取决于句子的上下文)
例句一：
As of Jan 1st 2019, the new traffic rules will take effect.
(2019年元旦起，新的交通规则会生效。)
例句二：
As of Jan 1st 2019, the number of people killed due to the old traffic rules
is 159.
(截至2019年元旦，因旧的交通规则而丧命的人有159人。)
(好像不同的英语系国家的人用法会有所不一样)
所以想请问一下各位高手.....
as of / as from / as at的异同

as of 蛮文言的，常在契约书出现。中式契约常会说“于即日起生效”，翻译时没加个“起”，极可能顺稿时会被补上去。我觉得是“于”通用的介系词而以=at, on, in,about...“截至”，或“起”应是润稿用途。
