scrap completely the last article, this is the updated version:

Hull
Hull Traverse: from 54 to 40
Terrain Resistance: from 0.6/0.7/1.5 to 0.9/1/2
On the move Dispersion: from 0.08 to 0.12
Rotating Dispersion: from 0.08 to 0.12

砲塔回转速度: 48度/s -> 30度/s
车身
车身回转速度: 54度/s -> 40度/s
地形阻力: 0.6/0.7/1.5 -> 0.9/1/2 (硬地/中等/软地)
行驶时扩圈系数: 0.08 -> 0.12
车身回转时扩圈系数: 0.08 -> 0.12
