The Department of Homeland Security (DHS) announced today
that it has finalized a rule allows certain H-4 dependent spouses
of H-1B nonimmigrants to apply for Employment Authorization Documents (EADs).
The H-1B holder must be the primary beneficiary of an I-140 petition.
USCIS will begin accepting I-765 applications on May 26, 2015.
Once the I-765 is approved and the H-4 holder physically receives the EAD
card, the H-4 holder may begin working in the U.S.

这是去年五月公布的行政命令,现在正式实行;去年有讨论过对台湾人的影响不大;主要是帮助受排期所苦的H1眷属包括I-140已经通过的H4,以及进入第7+年延长的H4对于EB3的台湾人H4,有可能有帮助;但现在EB3相当快,<2~3年新增的修正是,第7年延长时,H4的I-539可以同时送件I-765不必等I-539通过才申请I-765对台湾人最大好处是,EB3的I-140一通过配偶就可申请EAD工作
