情形与原PO一样，我也是要申请英国学校，却遇到这种麻烦事。
我5/3写信至https://www.ets.org/toefl/contact/contact_form
信件内容大致如下：(文法太烂就不献丑了..)
前几天得知英国政府不接受托福成绩，所以我就算考了托福也没用，
因此我想取消5/11的考试，然而网页上按cancellation后却只有退一半，
↑ 我事后看PTT才知道通常只会退一半XDD
这件事让我非常不爽与困惑，为什么只能退一半？
可以给我一个合理的解释吗？谢谢。

I have received your email regarding the TOEFL that you were scheduled to
take on May 11, 2014. Please accept my apologies for the problems associated
with the UK TOEFL test cancellations. You are entitled to a full test fee
refund. You will receive two $82.50 refunds to your credit card. Please allow
two weeks for the refunds to post to your account. If you have further
