我觉得先不用想这么多。
只要目前/将来在美国完全没厂，就是吃关税。
至于能不能在美国有厂，也要看美国要不要让你盖。
i.e. 中芯大概 GG。目前没有的，例如联电之类可能要去问美国给不给盖
怎样算在美国设厂，至少也要在美国现在/将来有厂房才有下一步认定问题。
