用情境来说吧
如果说的是总体的情况，不指某一特定urban area，就不要加the
High real estate prices in urban areas are affecting the society in a negative way.
假设你人在林口好了，跟一个美国人介绍：
high real estate prices in the urban area are driving people to the suburbs.
这边the urban area指的就是台北
要不要加the真的很难，无法一一说明。
第二句我会翻成
The government is enacting new policies to meet housing demands
至于是housing demand 还是the demand for housing
这两个根据我的语料库搜寻，都有人用，只是housing demand比较常见，已经变成习惯了吧
这个其实只能靠经验判断，没办法...
