中国一直对台湾呛,要动用一切力量来废除台湾关系法,但是从来都没有成功过
人生到底能有几个37年呢?

从邓小平 江泽民 胡锦涛 全都无功而返
台湾关系法的辖制对像,是针对美国总统和国防部及国务院而设定的,出卖台湾就是犯法
中国武力入侵台湾但是美国袖手旁观而见死不救的话,美国参众两院的国会议员,可以依
据台湾关系法的宪法条文,来针对总统或者是政府官员,提出弹劾案,一旦弹劾案成立的
话,总统或政府官员会立即被解除职务,移送法辨并立即入监服刑,而且弹劾案的成立,
也不需要3分之2以上国会议员的同意,人数可以不多,这才是重点!!!

十月十八日,台北市长柯文哲接受彭博社专访,并宣称台湾对川普而言只是架上的商品且
必须接受自己是美国与中国两大强权博弈中的一颗棋子。
根据我们36年来于华府的经验,FAPA有一些知识与想法想和柯市长分享。
1. 台湾在印度太平洋地区是非卖品
台湾对美国而言不只是架上的商品,因为它不能且不会轻易的被贩售给任何国家,尤其是
中共。
台湾在印太地区对美国及其具有重要的地缘战略意义。过去,美国视台湾为第一岛链中的
重要环节,它能抵御中共向西太平洋的扩张。在川普政权提出印太战略后,台湾对美国的
南海利益逐渐凸显。在可能的南海冲突中,台湾相较于美国于东北亚和东南亚的盟友,分
别具有地缘以及物质优势。因此,任何台湾政策的重要改变会影响地区对美国领导力的信
心。
这就是为什么台湾至今仍独立于中国。台湾不能且不会轻易的被贩售。
2. 外交政策的制定不只侷限于美国总统本身
简化外交政策的制定并夸大总统的权限是错误的。任何重要外交政策的制定必须经过国安
会、五角大厦、国务院以及国会。台湾在这些机构都有非常重要的朋友。
3. 务必小心避免使用中共论述
把美国形塑成商人并质疑其可靠性掉入了中国的论述以及圈套。此非常危险且应该避免。

似的情形亦发生在柯市长的“两岸一家亲”论述。
4. 外交是建立信任与关系的过程
最重要的,外交是建立信任与关系的过程。FAPA 以及台湾驻美代表处一直以来兢兢业业
的奉献于深化台美关系。尤其FAPA 已经在国会耕耘了36年。简化我们以及台湾外交官们
努力的为“货架上的商品”是非常不公平的
On October 18, Taipei Mayor Ko Wen-je did an interview with Bloomberg, in whic
h he claimed that Taiwan is ‘just a product on a shelf’ for Donald J. Trump
and that it should “accept its status as a pawn in the great power game.”
Based on our 36 years of experience in Washington DC, FAPA has some knowledge
and thoughts to share with Mayor Ko.
1. Taiwan is not for sale in the Indo-Pacific region
Taiwan is more than a product on the shelf to the U.S., because it cannot and
will not be simply sold to anyone - especially not to the People’s Republic o
f China (PRC).
Taiwan is at the center of a crucial geostrategic location for to the U.S. and
its allies in the Indo-Pacific region. In the past, the U.S. saw Taiwan as an
important part of the First Island Chain that defended against PRC’s aggress
ion towards the Western Pacific. After the Indo-Pacific strategy was proposed
by the Trump Administration, Taiwan’s geostrategic importance to U.S. interes
ts in the South China Sea is even more critical. In a potential South China Se
a crisis, Taiwan has the geographic and material advantages compared to other
U.S. allies in Northeast and Southeast Asia respectively. Any important change
to the U.S.’s Taiwan policy will affect the region’s confidence towards the
U.S. leadership.
This is why Taiwan remains independent from China. Taiwan cannot and will not
be simply sold to anyone.
2. Foreign policy decision making is more than POTUS’s
It is wrong to simplify the foreign decision making process by overestimating
the importance of the POTUS. All important decision making has to go through t
he National Security Council, the Pentagon, the Department of State, and Congr
ess, all in which Taiwan has important friends.
3. One must be careful not to use PRC rhetoric
Characterizing the U.S. as a businessperson and claiming its unreliability equ
als PRC rhetoric. It is extremely dangerous and should be avoided. One can fin

M74gE. Earlier, Mayor Ko stated that “both sides of the Taiwan Strait belong
to one family.”
4. Diplomacy is the process of building trust and relationships.
Most importantly, diplomacy is the process of building trusts and relationship

ve Office in the UShave been working hard day and night to deepen US-Taiwan re
lations. FAPA, in particular, has been working on Capitol Hill for 36 years. I
t is unfair to simplify efforts by FAPA and Taiwan’s diplomats as a “product
on a shelf.”
