Ukraine needs to create an exemplary barrier-free environment, as there will
be a large number of veterans and civilians who have been injured in the war.
Source: President Volodymyr Zelenskyy during a conversation with the
university community of the Ihor Sikorskyi Kyiv Polytechnic Institute, quoted
by the Office of the President
Details: Zelenskyy noted that the development of barrier-free accessibility
should be carried out by the state together with local hromadas [an
administrative unit designating a city, town, or village and its adjacent
territory – ed.].
He stressed that the scope of work required in each oblast will be different,
as will the degree of destruction of the infrastructure of settlements. The
number of people with injuries will also vary.
In Zelenskyy’s opinion, the best international experience should be used in
the issue of barrier-free accessibility, but Ukraine will have to create much
of it on its own, as no one has faced the need to provide conditions for such
a large number of people in recent years.
Quote: "The Ministry of Veterans has to change the policy in general. They
will develop policies and implement relevant legislation for 1.5 million
people. It will be a large number. We must be an example of barrier-free
access."

150万人需要无障碍设施的话,若非誊写时发生明显错误,
则大概代表已发生及预计发生的伤亡情形不容乐观?
再考虑近期流传的乌方伤亡(例如20万)仍远低于此,或代表战争离结束相当遥远?
