中国已经在欧洲外交圈子桶了马蜂窝。
他这次制裁的对象包括现任议员，学者跟智库。后两者已经超过一般政治对抗的范畴。法
国外交部的声明特别强调“攻击学术自由，对独立研究者的污辱是不可接受的”。

从昨天到现在，以欧洲议会(European Parliament)为首，叫得出名字的政治组织可能有一
半都对中国的“反制裁”出声谴责，特别是军事、情报、外交跟安全部门的相关人员。
去年底宣布的欧中投资协议（欧中CAI），预计要在2022送欧洲议会表决，如今几乎可以确
定一定会受到影响。事实上去年欧洲议会就已经不爽，认为欧盟理事会太快就做出决定。
1.S&D（社会民主进步连线），欧洲议会第二大党(146/705席)
其党员Raphaël Glucksmann是制裁名单上的其中一人。

The lifting of sanctions against MEPs is a pre-condition for us to enter into
talks with the Chinese government on the investment deal.
The EU must use all its available tools, also trade policy, to improve human
rights and the labour situation worldwide. Now we need to work on an EU-wide
ban of goods produced under forced labour and a strong, mandatory due
diligence framework.
中国必须撤销这次的制裁，否则不会继续谈欧中CAI。欧洲应该使用所有可能的工具来处
理中国的人权问题，包括贸易禁令。
2.Renew Europe（欧洲革新党），欧洲议会第三大党(98/705)，
其党员Ilhan Kyuchyuk是制裁名单上的其中一人。

China falsely accuses them of severely harming China's sovereignty and
interests and maliciously spreading lies and disinformation.
The aggressiveness and senselessness of its unjust action shows us how
sanctions targeting those responsible for Human Rights violations in China
are more relevant than ever. Today's events should serve as an impetus for a
necessary review of our relations with the Chinese government.

3.欧洲绿党(67/705)
党员Reinhard Bütikofer是被制裁名单的首位，他也是欧洲议会对中事务委员会主席

他创办的智库 Alliance of Democracies 也被列入这次的制裁名单当中。以下是他的个
人声明，也刊载在智库网站上：

感觉他的声明只是来应付的，不过让人比较意外的是中国会直接挑北约的人下手。

6.不过值得注意的是，欧盟其他的组织，包括做为行政部门的欧盟执委会(European
Commission)、立法部门的上议院，欧盟理事会(Council of the European Union)，目
前为止倒是很安静。值得继续观察。
