台湾近期发生的致命交通事故,虽然引发官方迅速回应,但若没有结构性改革和明确的问
责机制,台湾的道路对行人而言仍是险象环生。
以下为懒人包
1. 一周内三起重大事故,政府天天发新规,但只是在灭火
“While swift announcements followed each incident, it seems the authorities
are seeking quick fixes under pressure from the media and the public, rather
than by investigating the root causes and creating a comprehensive plan.”
每次事故一出事,政府都立刻推出一条新规
高龄驾驶改70岁重考、癫痫患者要通报、无照驾驶罚则拉高。
但整体交通结构呢?道路的设计、违规的执法、车本位的文化呢?完全没碰。
2. 台湾不只驾驶有问题,根本是“马路对人有敌意”
“Despite repeated calls for reform, much of Taiwan’s road infrastructure
still prioritises vehicles over people.”
马路不是为“人”设计的,是为车设计的。
行人常要走车道、斑马线只是装饰、左转车抢快、红绿灯设计根本没在管人怎么过马路。
这是整套系统的失败,不是某个司机的错而已。
3. 46% 的大马路根本没人行道,有的还被违停占满
“According to 2023 data, 46% of roads that are 12m or wider do not have
sidewalks”
“Where they do exist, they are frequently blocked by businesses, residents,
or illegally parked vehicles.”
所谓“人行道”很多根本不存在;有的话,不是被摩托车乱停,就是店家搬椅子占用。
什么“绿色人行道”?只是地上刷个绿漆,连高起来都没有,车子一样可以开上来。
4. 台湾没跟上世界“安全系统”的改革潮流
“The global conversation on road safety has shifted to a comprehensive Safe
Systems approach… Taiwan has been noticeably absent from high-level
discussions and on-the-ground implementation.”
全世界都在讨论“容错设计”,重点不是驾驶犯不犯错,而是出错时能不能不死人。
但台湾政府不管这套,只会用“加罚则”“强制通报”这种手段治标不治本。
5. 公部门权责分离,没人为失败设计负责
“The MOTC oversees road planning, yet the responsibility for road design
lies with the National Land Management Agency…This split in responsibilities
may appear practical on paper, but… leads to a fragmented system where
agencies focus on technical compliance rather than driving structural reform.”
交通部只管规划,设计却是国土署在做。你问路为何这样盖?双方都说“不是我负责”
部会各自为政、只看表面合不合法、不问设计到底安全不安全,结果就是行人一直死
6 短期数据掩盖系统失败:命少死了,环境却没变
“While official statistics show a year-on-year decline in pedestrian deaths
— 62 in January 2025, down from 82 a year earlier — the walking environment
for many remains unchanged.”
2025年1月行人死亡人数为 62 人,2024年1月是 82 人,看似有改善
但实际上,行人依然走在危险的马路上,环境完全没变。
结论:台湾如果不改变道路的思维,未来的死亡名单只是时间问题。
