不是我想找碴，是我真的觉得你可能误会了原文的意思。
尤其是你之前说“那44个可以吃狗肉的州里面其实只有印地安人bhalbha”
印度安人所拥有的特权是“可以贩卖狗肉”
你给的这些文章内容，都没有讲到自己宰杀狗肉要有执照(license)，
倒是有讲到要卖狗肉要经过特殊监控。
(虽然你引个奇摩知识家的结果，看起来也毛毛的 不过没关系)
我之所以会去质疑这个“需要有执照才能宰狗吃”的原因是因为，
如果真的觉得让人民吃狗肉ok，这要求不太合理。
