我个人认为，since后面由于接的是过去的时间点（led），表过去事件（以下以A代替）
因此it has been many years since 过去事件A
指的是“距离 过去事件A 发生到现在（句子用has been）已经隔了好几年”
这样的翻译是没有错的。
至于原po所提出的另一种可能“事件A这几年来一直持续发生”
那就会写成 the restriction has led to ....for many years.
(事件本身就用has been 表达过去持续到现在的概念）。
