"As had been scheduled" is a reasonable paraphrase, and in American English
"as was scheduled" (but not "as it was scheduled") would also be reasonable.
But in the original sentence "scheduled" is functioning normally as an
adjective and there's no need to see it as a truncation of a longer phrase.
