was organized in response to government mandates [requirung] truckers
to receive COVID-19 vaccinations when crossing the US-Canada border.
我觉得句中的[requiring]是当分词来作mandates的后位修饰，但是这样应该用
分词词组{requirung truckers}就结束句子了
可是后面又接不定词词组{to receive COVID-19 vaccinations
之后又接形容词子句{when crossing the US-Canada border.}
所以句子结构变成
The"Freedom Convoy,"which consisted mostly of tractor trailers,
was organized in response to government mandates+分词词组+副词子句吗?
