Here are my thoughts:
(a) is used as a response to something that someone is saying/writing now, or
just said/wrote.
(b) is used as a response to something that someone said/wrote in the past
(some time ago).
But in the situation of my question, I don't know which one is more
appropriate.
Could you tell me your thoughts?

所以Tdol是说，虽然要回应的文章已经是几个小时之前，但回文者是“刚看到”而已，
在这样的情况下，就当成是刚刚发生的事情一样，可以用Do you mean ...

白话点: 就像是当面对谈那样。如果你也不清楚日常当面说话时的时态使用，直接问他们，说明清楚是怎样的不懂(就像是你这篇问的内容)

要记得，时间的概念是相对，而不是绝对的。相对于去年，今年一整年都是现在式。但相对于今天，昨天就是过去式了。

如果是某人讲完话以后，另外一个人立刻问“你的意思是？”，这时候用“Do you mean……”是OK的。如果是某人讲完某句话，之后又讲了好一大段其他话题，这时候才有人发问，那通常就会用“Did you mean……”。网络上，如果是回复在最一开始那个人的贴文底下，并且没有转话题，我会觉得可适用于日常生活中的上述第一种情况，也就是用Do you mean
