Here are my thoughts:
(a) is used as a response to something that someone is saying/writing now, or
just said/wrote.
(b) is used as a response to something that someone said/wrote in the past
(some time ago).
But in the situation of my question, I don't know which one is more
appropriate.
Could you tell me your thoughts?

我理解这个句型的方式是:
people may respond (as they would in speech) to something ...
所以Tdol是说,虽然要回应的文章已经是几个小时之前,但回文者是“刚看到”而已,
在这样的情况下,就当成是刚刚发生的事情一样,可以用Do you mean ...
请问我的解读是否正确呢?谢谢。
