我在读2/25的60 seconds science时，
听到如下的句子：
But really nobody—and certainly not the United States—has laid out the plan
to get there.
想请问这边 and certainly not the United States的意思，
是指United States也没有计画去达标，
还是指除了United States之外其他国家都没有计画呢？

你的"United States也没有计画...." 讲这话的人是美国的(一间名校的)climate scientist，他很清楚美国自己的(相关政策)情况，所以他才“特别”指出"啊我们自己都还没订出....(因为这是我的领域，我都有追踪啊，我都有注意啊)"。毕竟是受访，总不能用菜市场对话般的方式讲，所以就成了你"听"到的说法... has really（漏字） laid out the plan to get there
