Tseng starred for Taiwan at the 18-and-under World Championships in the fall
of 2012, but he worried scouts when his stuff and delivery didn't look as a
good when he pitched at the World Baseball Classic the next spring. The Cubs
still signed him for $1,625,000 as part of their 2013 international spending
spree, and he successfully navigated both Class A levels in his first two
years as a pro.
Tseng is one of the most polished pitchers in Chicago's system, but his stuff

on both sides of the plate, it operated in the high 80s last year and never
has featured much life. He has good feel for spinning a tight curveball and
using a changeup, though the latter pitch wasn't as consistent last season as
it had been in the past.
