苏格兰政府表示，会将尊重 LGBT 族群等性别平等内容，强制纳入公立学校教材，避
免恐同症和歧视发生。《华盛顿邮报》报导，苏格兰将强制校园纳入课程，解释
LGBT 族群的历史，并教导相关专有名词，以及如何对待恐同症等。副首席大臣史威
尼（ John Swinney ）：“我们的教育系统必须支持每一个人，让他们完全发挥潜
能。”他更强调，不止要改善年轻 LGBT 的学习环境，也要让所有人接纳差异，鼓励
理解和包容。史威尼还称，苏格兰是“世上第一个将同志教育纳入课程的国家。”
苏格兰迟至 1980 年才将同性性行为除罪化，比英格兰和威尔斯晚 13 年。但之后
