问题内容：
在 Windows 下以 Win+R 开启 notepad, mspaint, 或者在 tool bar 选择一个自己
写的 batch 以 Winword 2003 开启固定工作文件，常常都不会像在 Windows 7 或者
更之前的版本自动出现在桌面最上层，桌面程式也只是 Excel 或者 Winword 而已。
非常不合逻辑。
有人遇见过这样的状况吗? 可以解决吗?
