potential GDP = real GDP 时自然失业率 = 实质失业率
此时cyclical rate of unemployment 为0
potential GDP < real GDP 时自然失业率 > 实质失业率
此时cyclical rate of unemployment就是负的
不过...
如果是PEAK(景气高峰) realGDP > potentialGDP
或者TROUGH(景气低谷) realGDP < GDP
但是EXPANSION(景气复苏)realGDP有可能大于等于或小于potentialGDP
所以我觉得这题有点问题= =

这题就实质失业率 = 自然失业率 + 循环失业率
