说他高调，搞特权，走后门
很多是来自于他ig那句"exemption permission"
我去翻了澳洲移民署的规定
我觉得可能误会大了

1. Fully vaccinated Australian citizens, permanent residents and eligible visa
holders can travel to and from Australia without needing to apply for a
travel exemption.
完整接踵疫苗者不需申请豁免
2. All other temporary visa holders seeking to travel to Australia must apply
for a travel exemption.
其他持有短期签证者或没打疫苗者必须申请旅行豁免
3. Travel to Australia is only available if you are exempt or you have been
granted an individual exemption.
拥有豁免资格或得到个人豁免才能进入澳洲
注：由以上三点可知，exemption并非特权或开后门，
而是明明白白写在规定里的
有打疫苗的可以自动取得exemption
没打疫苗也不是不能进，而是需要有特殊理由，符合特殊规定(详后述)
并得到豁免许可
4. You are automatically exempt from the travel restrictions and can enter
Australia (without obtaining an individual exemption) if you are:
豁免资格：澳洲公民、永久居民、已施打完整疫苗的签证持有者.....(不赘述)
注：澳洲公民不论有没有施打疫苗皆有豁免资格
5. If you hold an eligible visa and are not fully vaccinated you must apply for
and be granted an individual travel exemption.
未施打疫苗外国人的必须拿到个人豁免(individual travel exemption)
6. Individual exemptions
You may be considered for an individual travel exemption by the Commissioner
of the Australian Border Force or decision makers if you are:

a foreign national whose entry into Australia would be in the national

乔帅因为没打疫苗，所以申请exemption
他登机前肯定已经拿到exemption了，澳洲政府也肯定审过了
但是不知为何在机场被取消签证？
另一个问题，他是以哪个条件拿到exemption？

并没有看到有医疗豁免
我看规定可能符合的只有一项
就是联邦或州政府基于国家利益给你边境管制的豁免
那跟乔帅准备的文件有什么关系？
结论
那篇IG的exemption permission跟高调、特权、走后门完全无关
而是任何人未施打疫苗者都可以，也必须申请才能进入澳洲
乔帅有没有拿到不适合接种疫苗的证明或有没有六个月内染疫并不重要
因为那并非构成豁免的条件
而事实上乔帅能不能进去其实只要州政府或联邦政府点头就能进
看起来其实是个政治问题？

needing to apply for a travel exemption.
已接踵疫苗者不需要申请旅行豁免
b. Travellers with acceptable proof they cannot be vaccinated for medical
reasons, and children under 12 can access the same travel arrangement as
fully vaccinated travellers.
持有无法接种疫苗证明者可以和以接踵疫苗者相同的管道出入境
c. If you cannot be vaccinated for medical reasons, you will need to provide
proof that you cannot be vaccinated for medical reasons to airline staff. You
should also check any requirements, particularly quarantine requirements, in
the state or territory to which you are travelling. Proof that you cannot be
vaccinated for medical reasons is separate to a Commissioner’s travel
exemption.
若因医疗原因无法接踵，您需要提供证明给航空公司。请注意各州其他要求，包含隔离。

结论
若是医疗豁免，需准备医疗证明，需载明无法接种疫苗的原因
但是医疗豁免不需事先申请，不须事先审查
只需要在出发时准备好证明即可
若以IG乔的说法
应该是在出发前就已经申请好豁免了
看起来动用此管道入境的机率低
