我不清楚你得到的讯息是校方的规定还是承办人自己的解释
我也对这方面规定了解不多，以下是就我认知给的意见
我印象中有人会自己带钱去念，但通常都是指导老师没有Position
或学校没有钱给这个学生，或甚至是一些进修性质的学程
一斑phd学生拿的是工作签，也就是你拿的学校的薪水
这跟你的奖学金是两回事
这就好像说，你去外面公司工作，老板说
我月薪给你四万，但你爸妈有给你三万五零用钱，或是
知道你上个月投资股票有赚三万五，所以公司每月只会给你五千
没有人会同意吧
以你的状况，我会认为台湾政府要给你多少钱那是你跟教育
部的事，跟荷兰这边没有关系
实际上，这可能还会牵涉到一些福利问题，例如你没缴税
会不会一些政府福利你拿不到(保险、租屋,etc)
学校内部还有针对员工才有的福利(假期、年度奖金)
还有我记得我一去的时候学校有给一笔蛮多的搬家费。
你用奖学金身分我不知道会不会拿得到
总之，若不是学校/老师真的没钱，我会建议你要求学校
比照一般生办理，或你觉得你太菜，就透过你老板去帮你争取
