如果你要申请的dept.有注明他们要自己做admission的决定
==>你需要将application送给dept. and school各一份
同时，你的admission仍然需要两方的同意
反之，你只需要送一份至school...
btw, 我建议，这种学校申请的说明，如果要人帮你看，给你建议
最好是能把相关网页的网址，与你所问的在该网页的大概位置po出来
这样既不会让想帮你的人需要望文生义，也不会帮倒忙/...
