比神秘本身还要神秘的神祕文件，叙述联盟从组成到运作的一切细节，
一度被认为只是存在于前主席脑中的神祕心法，如今竟然因为快艇老板
的录音事件意外公诸于世。
而根据这份约束所有联盟成员的契约，只要可以找到赶走Sterling的依
据，身为联盟成员之一而受其约束的Sterling，一旦法院承认这份契约
的效力，即使上法院最后可能也必须屈服。
ARTICLE 2
PRINCIPLES OF ORGANIZATION 宣告契约的效力范围
This Constitution and By-Laws constitutes a contract among the
Members of the Association. This Association is organized to
operate a league consisting of professional basketball teams,
each of which shall be operated by a Member of the Association.
The Association and each of its Members shall be subject to the
oversight and control of the Board of Governors of the Association
as set forth herein and shall be governed by the Constitution
and By-Laws, rules, regulations, resolutions, and agreements of
the Association, as they may be modified or amended from time to
time. The Association shall not be operated for profit.
但是前提是联盟主席要说服理事会成员接受Sterling违反了NBA宪法严重
到必须接受Article 13(a)的制裁，而真的有3/4的老板认为Sterling该被
逐出联盟。
ARTICLE 13
TERMINATION OF OWNERSHIP OR MEMBERSHIP
The Membership of a Member or the interest of any Owner may be
terminated by a vote of three fourths (3/4) of the Board of Governors
if the Member or Owner shall do or suffer any of the following:
(a) Willfully violate any of the provisions of the Constitution
and By-Laws, resolutions, or agreements of the Association.
13(a) 其实相当含糊，要定义何谓蓄意违反，而违反了哪一条严重到可以
逐出联盟，目前各路法律专家只翻出了支持罚款跟禁赛35A(c)(d)，没找到
可以适用13(a)的条文。就这一点来说或许也是Sterling敢强硬不让步的原
因，因为他认定联盟主席最重只能对他无限期禁止参与球队事务，要逼他
卖球队还无法可施。
不过不知道是不是我理解错误，Article35A(c)对罚款的定义是不超过$1M,
但这次Sterling被罚的是$2.5M，从金额看难道Silver引用的罚则不只一条?
不过可以确定的是，即使行为再怎么不名誉，Mark Cuban从2000以来努力14
年达成的罚款王纪录，直接被Sterling一砲击沉。
