就在欧盟《数位市场法》（Digital Markets Act，DMA）正式对业者生效（3/6）的前一
天，Google揭露了为因应该法令而针对搜寻及Android政策所作的变更，在搜寻上，中介
平台的排序可能会优于个别的供应商，而在Android上的更动则包括支援搜寻引擎与浏览
器的选择，连结Google服务的使用者许可，以及开放更多的支付选项等。
Google表示，为了遵循《数位市场法》，他们面临了许多艰难的取舍，例如搜寻结果的变
更可能会替大型仲介机构及聚合服务业者带来更多流量，而对饭店、航空公司、商家与餐
厅等直接供应商带来较少的流量，对消费者来说，原本由Google所开发、用来协助人们快
速于网络上完成工作的功能（如不同产品的推荐），将不再以同样的方式运作，例如
Google于搜寻结果中移除了Google Flights。
不管是苹果的iOS或是Google Android都名列《数位市场法》所规范的22项服务，与本周
释出的iOS 17.4一样，Android上将列出使用者可选择的各种搜寻引擎及浏览器，以方便
使用者直接将它们设为默认值；此外，原本Google各种产品与服务之间的资料是共享的，
但现在欧盟使用者可透过Google Account的设定来决定是否同意分享。

有别于App Store的封闭系统，Google原本就允许第三方程式市集的存在，现在则进一步
改善对第三方市集的支援，也支援第三方支付系统，还允许开发者只向用户提供自己的支
付系统，不一定要支援Google Play的支付系统，也开放开发者直接将使用者导至程式以
外来提供优惠服务。
现在Google也承诺让欧洲经济区的广告主与行销业者可取得不涉及用户隐私或商业机密的
额外资料，亦将在本周发表供开发者使用的资料可携API（Data Portability API ）。
与苹果一样，上述的变更目前都锁定欧盟市场，并非全球通用。

announced earlier this year.

The changes that we have made are the result of intensive work over many

merchants and restaurants. For consumers, some of the features that we have
developed to help people get things done quickly and securely online — like
providing recommendations across different products — won't work in the same
way anymore. We have sought to balance various important issues and engage
with relevant stakeholders about these trade-offs as we implement our
compliance measures.
