有些人的论点是如果中国封锁台湾
台湾逼不得已先发制人，那就是中国开战的借口，台湾会理亏

632 Blockade
a. DEFINITION.
A blockade is a belligerent operation intended to prevent vessels of all
States from entering or leaving specified coastal areas which are under the
sovereignty, under the occupation, or under the control of an enemy. Such
areas may include ports and harbors, the entire coastline, or parts of it.
International law does not prohibit the extension of a blockade by sea to
include the air space above those portions of the high seas in which the
blockading forces are operating.
开章名义就已经将封锁定义为belligerent operation
（好战/求战/交战的行动）
也就是你封锁是先造成别人的麻烦
所以就算对方攻击你也不会说是你有理
常识也可以判断
封锁的意思就是船只不能进出，等于把别人家的大门钉起来
你都已经摆明让人无法做事了还要声称对方不应该打你
警察也不应该抓你因为你没有真的打人，这莫名其妙吧
还是再强调
中国要拿下台湾，只有速战速决这条路，拖延都是不利
封锁台湾只不仅物理上办不到（要封多大的海域？要多少船？）
还只会把战争拖长，让变量增多，也让国际批评中国声浪加大，不利的是中国
如果有军力可以封锁，直接护航运输舰等进行登陆作战更实际有效
