找到了那个引用报告的出处，
我认为泰唔士报的说法很去脉络化，非常误导。
(用google翻译原德文，中文是我理解的重点简化)

大家或多或少都知道是夸饰的说法，
但不去确认哪天就被当作事实在讲了。

国会那边的角度，本来就一直在监督国防军，
但在装备着墨的比例其实很小。
这次报告跟以前报告差不多，并不是突然发现积弊。
真要说的话，Eva Hogl最新在媒体上强调的风向就是，
帮军队讨钱，并强调预算要赶快花，
还有装备送出去的，要赶快下单补齐部分。
