正在看国防授权法2023里台湾的条文有这段：
REMAINING FUNDS.
-Amounts authorized to be appropriated for a fiscal year pursuant to subsection
(h) that are not obligated and expended during such fiscal year shall be added t
o the amount that may be used for Foreign Military Financing to Taiwan in the su
bsequent fiscal year.
这是指每个财政年度没用完的外国军事融资（无偿援助+贷款）额度
没用完的话可以加到下一个财政年度的意思吗？
