The Boeing Co., St. Louis, Missouri, is awarded a $656,981,421 modification
(P00014) to a previously awarded firm-fixed-price contract
(N00019-19-C-0016). This modification procures and delivers 467 Harpoon full
rate production Lot 91 Block II missiles and support equipment for various
Foreign Military Sales customers.
This modification procures four Block II missiles and support equipment for
the government of Brazil, eight Block II missiles and support equipment for
the government of Thailand, 53 Block II missiles and support equipment for
the government of Qatar, 402 Block II missiles and support equipment for the
government of Saudi Arabia, and support equipment for the governments of
Japan, the Netherlands, India and Korea. Work is expected to be complete by
December 2026.

WASHINGTON, October 26, 2020 - The State Department has made a determination
approving a possible Foreign Military Sale to the Taipei Economic and
Cultural Representative Office in the United States (TECRO) of up to one
hundred (100) Harpoon Coastal Defense Systems (HCDS) and related equipment
for an estimated cost of $2.37 billion. The Defense Security Cooperation
Agency delivered the required certification notifying Congress of this
possible sale today.
TECRO has requested to buy up to one hundred (100) Harpoon Coastal Defense
Systems (HCDS) consisting of up to four hundred (400) RGM-84L-4 Harpoon Block
II Surface Launched Missiles; and four (4) RTM-84L-4 Harpoon Block II
Exercise Missiles. Also included are four hundred and eleven (411)
containers, one hundred (100) Harpoon Coastal Defense System Launcher
Transporter Units, twenty-five (25) radar trucks, spare and repair parts,
support and test equipment, publications and technical documentation,
personnel training and training equipment, U.S. Government and contractor
representatives’ technical assistance, engineering and logistics support
services, and other related elements of logistics support. The total
estimated program cost is $2.37 billion.

The Boeing Co., St. Louis, Missouri, is awarded a $220,000,000
cost-plus-incentive-fee order (N0001921F0886) against a previously issued
basic ordering agreement N0001921G0006.
This order provides non-recurring engineering in support of configuration
efforts for the Harpoon Coastal Defense System (HCDS), to include the Harpoon
Block II Update Grade B Canister Launch All Up Round Missiles, the HCDS
launch system, and Harpoon weapon station test and production equipment for
the government of Taiwan.
and various locations outside the continental US (0.07%), and is expected to
be completed in July 2023. Foreign Military Sales customer funds in the
amount of $107,800,000 will be obligated at time of award, none of which will
expire at the end of the fiscal year.
在2021年9月28日,美军与波音签约,为出售台湾的陆基鱼叉系统提供启动量产的
生产线订单,飞弹型号是 Harpoon Block II Update Grade B ,
预定结束时间是2023年7月,总金额是2.2亿美元.
这订单指明了"非经常性工程" ,在2021年9月,陆基鱼叉只有台湾要买,
并且包括了整套系统,也就是说,美方必须为台湾另外安排组装线,
以及进行必要的开发,整合与测试的规划.
而2021年民110年海军的公开预算根本没列入鱼叉系统.
是2022年民111年才列入,
１７．鱼叉飞弹海岸防卫系统：
(１)计画必要性：为提升本军打击武力及攻击范围，有效增加制海作战能力，规划筹建
机动飞弹车中队，并配置鱼叉飞弹海岸防卫系统，以具备机动性执行多波次飞弹攻击，
并协同水面作战舰艇遂行滩岸歼敌任务，以吓阻敌军事冒进。
(２)依据：全案整体获得规划书奉国防部109年8月20日国略建军字第1090176159号令
核定；另奉国防部110年9月29日国略建军字第1100218783号令修订，计画筹获鱼叉飞弹
海岸防卫系统100套，计需86,601,349千元，纳入110-119年度编列，分年预算编列如下：
<１>110年度：计画执行鱼叉飞弹海岸防卫系统阵地工程整建，预算62,596千元；
其中“450111武器装备整备购制”编列59,803千元，“150110采购及外购军品作业费”
编列2,793千元。
<２>111年度：计画执行鱼叉飞弹防卫系统及支援测试装备解缴、能量技术转移、
备份料件及阵地工程整建，预算1,432,498千元；
其中“150104一般武器及战备支援装备购制”编列1,428,481千元，
“900201一般设施整建工程”编列1,080千元，
“150110采购及外购军品作业费”编列2,937千元。
<３>112年度：计画执行鱼叉飞弹防卫系统及支援测试装备解缴、能量技术转移、
备份料件、人员维修训练、装备验测及阵地工程整建，预算6,551,813千元；
其中“150104一般武器及战备支援装备购制”编列5,956,100千元，
“900201一般设施整建工程”编列592,746千元，
“150110采购及外购军品作业费”编列2,967千元。
从以上可知,美方发标的时间,比台方修订的时间还早一天,
而2021(110年)与2022(111年),台方只投入约15亿台币,
但美方2021年发标的金额是2.2亿美元.

This order provides for the production and delivery of the Harpoon Coastal
Defense System Launch System (HCDS) in support of the government of Taiwan,
specifically 100 Launcher Transporter Units, 25 Radar Units, and HCDS
training equipment.
and various locations within the continental US (5.53%), and is expected to
be completed in December 2028.
2022年3月2日,美军正式对波音发包陆基鱼叉系统,第一次订单金额是4.98亿美元,
应执行的总设备数是100个发射运输装置,25个雷达等等
预定要执行的2028年12月完成.
而我们也知道,要到2023(民112年)台湾才会编到65亿台币左右的预算.
因此,整个陆基鱼叉案,其实一直是美方先行,拖着台湾走,
并允许先上车后补票.
鱼叉飞弹的产能本来就有限,波音生产解缴467枚,需要6年半的时间,
但为台湾生产100辆发射车,25辆雷达车,也差不多是6年多,整体速度算起来还快一些,
前者可是纯飞弹,并不需要另外处理车辆与雷达等等.
