打野选手Clid的重击冷却时间出现了BUG。

In the TL GenG tiebreaker, when Clid's 3rd smite is about to become available
he insta uses it and instead of putting it on the normal ~76s CD, his smite
is available in 15 as if he was sitting on another charge the whole time
This extra smite and 6:35 red smite weren't actually gamechangers in TL's
loss, but they could be in a different game - can't believe this is my first
time seeing the bug with how long smite charges have worked this way

重击的冷却时间应该是正常的75秒，但她的重击却如还有一层充能一样，只有15秒冷却
这个额外的重击让Clid在6分35秒就拥有强化过的重击，虽然这不是造成TL落败的主因，
但是这个BUG仍有可能在其他比赛中产生重大影响，重击冷却机制改变后第一次看到这个
BUG，希望RIOT相关人员尽快查明原因并改善。
