Not 100% on this, but my understanding is 溜 =liu, which means flow, e.g.
Water flow. So people intone it to mean flow/smooth, which in Taiwanese
tradition symbolizes "smooth going/good luck" which translate over in twitch
context mean cool/good play.
It's a pretty unique Taiwanese jargon/lingo which I've not seen on Chinese
stream, but perhaps an actual representative might want to clarify
