主要是因为剩下一个月就要出发的旅行，突然被告知饭店因法规变动而无法入住，
想询问一下大家是否有遇到类似的状况？或是这只是比较衰的个案。
当初选定的饭店是公寓饭店，后来查大概就类似日租套房的感觉，
对日本饭店住宿法规也无从查起...
详细的状况如下：
10月初在HOTELS.COM完成订房，
预计入住京都车站附近的 京都京门徽公寓 (Kyoto Apartment Emblem Kyomon)
12/4突然收到对方的信件(下方英文为对方寄来的信件内容)，
告知因法规改变而无法提供住宿，
并提供另外三家饭店作住宿变更。
“Thank you for choosing Kyoto Vacation Rental for your stay in Kyoto.
We regret to inform you that due to a change in legislation in Japan
concerning short term apartment renting we will no longer be able to host you
at the location you are currently booked. However, we are working closely
with our partners to provide alternatives that you can transition to during
your scheduled booking for no additional charges incurred.
Therefore, we would like to offer you a room at one of other locations;
Sebido Inn, Kujo Stays, & Ebisu Ryokan.”
当天回复告知想要改到“Kujo Stays”，
并请对方确认这间是否确定可以入住，
12/5得到对方确认完成订房变更，且可入住。
结果今天(12/14)又收到他们的信(下方英文为对方寄来的信件内容)...
告知新法规将扩及至Kujo Stays，
将无法提供住宿，只能换到另外一间在京都市役所前站的新饭店，
由于这样一来一往实在太累，直接请对方退款。
“I regret to inform you that we have now been told the new legislation will
also extent to the rooms at Kujo Stays.
Therefore we are unfortunately unable to relocate your reservation to Kujo
Stays.
We hope that you will consider moving to Seibido Inn instead.
We are able to offer you 1deluxe room for 4 people at the newly built Seibido
Inn. There will of course be no extra charge.”
在版上完全没有看到这类讯息，所以想请问一下，
另外对方告知无法入住的Kuji Stays到现在还可以订房，不知道我是不是个案...
