请问eBay上下单后一直没收到订购货品
我在2021.06.23日在eBay下单价值约21,000台币的货物，卖家也有给USPS的货物追踪码，到台湾后会由中华邮政接收，但是到2021.06.29日为止都有看到美国国内的运送进度，最后停在USPS芝加哥中心后
，最没有进度了，停在芝加哥已经37天了，打电话到中华邮政也说还没收到货品，因为收货日一职遥遥无期，于是向eBay提出refund的请求，卖家回信如下：
We apologize for the delay of getting your item. We have submitted a shipping protection plan claim with eBay to hopefully be able to get you your item or a refund as soon as possible. Let us know if we can help in the meantime.
请问卖家提到的 shipping protection plan claim with eBay，有可能让我在某些时间可以有收到货品的保障吗?我需要负担任何的费用吗?除了退货，我们可以有更积极收到货品的建议处理方式~~~~感谢大家
