Past Simple Tense
大家都知道用Ved或was/were来表现
没有任何同学不懂得使用这个时态的
但是如此平凡的时态为什么能在雅思口语有 + 0.5 的效果呢？

要特别强调的是：
不会因为“一次使用”而+0.5
还要搭配整体能力的展现
与其说道理不如来一小段实例：
PART 1 How good is the bus service where you live?
ANSWER
Oh, No! Some impolite drivers chewing gum and some exceeding
the speed limit have created a negative impression
on both tourists and local people. Besides, the bus company
just cancelled the discount fare and I am not happy with this.
Since I have pinpointed the problems about the bus service,
it is time that City Council took appropriate action
to improve it.
留意一下：即使7分程度的同学在口语一样会有文法错误
重点在最后一句：...的时候了
that 子句用过去简单式（或should＋原形动词）
是一种假设法
不管同学的程度落在哪里
能在正确时机运用假设法
就有机会胜过很多不懂用时态来拿分的同学
方法非常简单可是效果却在不错以上（我认为是非常好）
在这里推荐给大家：
It is (high) time that S + Ved 或 S + should + V.
that可以省略
不习惯 It is time 接续过去简单式吗？
有另一种用法同学应该能无缝接轨
前面的例子最后一句可以改成：
City Council could have done something to make a difference.
其中could have + p.p.表示在过去有能力或有机会做，然而却没有做
