美国总统拜登(Joe Biden)周二(2/7，台湾时间周三上午
10时)发表任内第二次国情咨文。由于演说前几天才刚发
生中国间谍气球入侵美国领空事件，拜登在演说中特别警
告北京勿威胁美国主权，还说不要赌美国会输，他甚至一
度脱稿表示，没人想和习近平交换位子与美国对抗。以下
是拜登国情咨文中有关中国的全文翻译:

“在我上任前，外界都在说中华人民共和国如何越来越强
，而美国又是如何越来越衰落。这说法已不复存在。
我向习近平主席说得很清楚，我们寻求竞争而非冲突。
我不会为了投资美国使其更强大而道歉。投资美国的创新
能力、能够定义未来而中国政府有意称霸的企业。投资我
们的盟国并与盟友合作，保护我们的先进科技，确保不会
用于对抗我们。现代化美国军队确保稳定并吓阻外来侵犯
。
今天的我们处于数十年来与中国或世上任何国家竞争的最
强位置。我承诺会在促进美国和全球利益的议题上与中国
合作。但不要误会:正如我们上周清楚表明，若中国威胁
我国主权，我们必将采取行动保护国家，而我们也做到了
。
让我们说清楚:赢得与中国的竞争应能让我们团结。我们
在全球都面临严厉挑战。但过去2年，民主国家越来越强
大而非变弱。独裁政权越来越弱而非变强。”
此时拜登突然脱稿而出地说:“对我说出一个会想与习近
平交换位子的世界领袖，对我说出一个！”
拜登接着又回到事先准备好的文稿:
“美国正结合全球力量迎接这些挑战，包括:气候变迁、
全球卫生议题、粮食危机、恐怖主义和领土侵略。盟国纷
纷加快脚步，投入更多经费也做出更多努力。
联系太平洋和大西洋伙伴国家的桥梁正在形成，而那些赌
美国会输的人开始知道他们错了。
千万不要赌美国会输。”

Before I came to office, the story was about how
the People's Republic of China was increasing its
power and America was falling in the world.
Not anymore.
I've made clear with President Xi that we seek
competition, not conflict.
I will make no apologies that we are investing
to make America strong. Investing in American
innovation, in industries that will define the
future, and that China's government is intent
on dominating.
Investing in our alliances and working with our
allies to protect our advanced technologies so
they're not used against us.
Modernizing our military to safeguard stability
and deter aggression.
Today, we're in the strongest position in decades
to compete with China or anyone else in the world.
I am committed to work with China where it can
advance American interests and benefit the world.
But make no mistake: as we made clear last week,
if China's threatens our sovereignty, we will act
to protect our country. And we did.
And let's be clear: winning the competition with
China should unite all of us. We face serious
challenges across the world.
But in the past two years, democracies have become
stronger, not weaker.
Autocracies have grown weaker, not stronger.
America is rallying the world again to meet those
challenges, from climate and global health, to food
insecurity, to terrorism and territorial aggression.
Allies are stepping up, spending more and doing more.
And bridges are forming between partners in the
Pacific and those in the Atlantic. And those who bet
against America are learning just how wrong they are.
It's never a good bet to bet against America.
