过去美国从未遭受到白人政权以外的挑战，中国可说是近年来美国遭遇到最强大的对手。
两国除了在人权议题没有共识，关系也已提升至“文明冲突”等级。
自今年三月以来，美国国务院不断的重新定义美中之间的关系，3月13日，对于中共入侵
新疆维吾尔族并关押百万人于集中营迫害之恶劣，国务院官员以1930年代德国纳粹来相提
并论，国务院民主人权与劳工事务局(State's Bureau of Democracy, Human Rights,
and Labor )的大使Michael Kozak说，“You haven't seen things like this since
the 1930s,”“Of rounding up — some estimations are in the millions of
people — and then putting them into camps, and torturing them, abusing them,
and trying to basically erase their culture and their religion and so on from
their DNA. It is just remarkably awful.”国务卿Pompeo补充说，中共迫害人权的状
态已到了史上无人能比的惨况。“And it is not just the Uighurs, ” "The
government also is increasing its persecution against Christians, Tibetans,
and anyone who espouses different views from those of government or advocates
change in government," Pompeo 说，"China is in a league of its own when it
comes to human rights violations."
美中关系全球均遭受挑战
就在他们说话的同时，美国务院的国际宗教自由无任所大使Sam Brownback在香港与台湾
参与印太地区宗教自由会议，他以中共“向信仰宣战”"war on faith."定位世界面临中
共的威胁。
3月底，国务院发表年度人权报告，再次以中共侵害人权已扩大出其国界，包括危及台湾
民主。“China represents a threat to our continued democracy,” 国务卿Pompeo
以美国民主的持续性已受到威胁来结论。“This is a great power battle and we're
engaged in it across the world,”国务卿Pompeo是在众议院外交委员会上报告。他明
白说，美中关系是在全球都遭遇到挑战。不但在经济或间谍问题上，而且连美国支持台湾
的议题都有了威胁。(The competition ranges across economic and espionage
threats, as well as American support for Taiwan)
这些谈话都代表着，美国正在进行自1980年代以来最大的外交变革。也就是美国不再容忍
中共这种邪恶入侵。只是这个新的战略深度到底要放在什么样的位置，假想敌一类的思维
，可能都不够来武装美国的民主价值。去年10月4日美国副总统彭斯在哈德逊研究中心的
演讲已表达了攻势外交的企图，他要求中共未来与美国的关系要建立在“自由，公平，互
相”(free, fare, reciprocal)，川普政府不会妥协，不会容忍，任何违背承诺的作为。
这是五月逆袭的根本道理，美国不再受骗，中国的偷拐抢骗，不会得逞。
美国遭遇史上最大威胁
如果只从贸易或科技战来探查美中之间的关系，可能无法完全了解这场斗而不破的新冷战
到底是为何而战？答案出来了。4月30日国务卿Mike Pompeo的团队打出一张过去没有见过
的牌。这是美国历史上首次出现的大战略，“a fight with a really different
civilization” 不同文明之间的战斗，不但是文明不同，意识型态也不同。(This is a
fight with a really different civilization and a different ideology and the
United States hasn't had that before,) 这是美国国务院政策计划部主任史金纳
(Kiron Skinner, the director of policy planning at the State Department), 在华
府一次安全论坛上的谈话。
史金纳女士是一名哈佛大学出身的黑人学者。她的团队在发展一个美中关系新理论，她称
之为 “Letter X”，这是源自1947年当年她的部门前辈 George Kennan, 的一封发表在
外交季刊上的不署名“长电报”的作法，George Kennan,为美国定调了二战后的围堵政策
( containment strategy)。可是面对今天中国，史金纳说，China poses a unique
challenge, because the regime in Beijing is not a child of Western philosophy
and history.她认为北京完全知道西方的战略与思考，所以设计独特的挑战。美国不能不
小心面对。因为中国不同于当年的苏联。她甚至提醒，“It is the first time that
we will have a great power competitor that is not Caucasian.”美国第一次遭遇到
非白人的霸权对抗。她认为中国已是世界长期的威胁，而这是过去几十年，美国人没有料
到的全球性问题。“We see it as a more fundamental long-term threat,” “In
China, we have an economic competitor, we have an ideological competitor, one
that really does seek a global reach that many of us didn't expect a couple
of decades ago....I think we have to take the rose-colored glasses off and
get real about the nature of the threat”这个说法被清楚的冠上了，”The Clash
of Civilizations”文明的冲突。
在文明冲突论之下，史金纳认为贸易并非最大的问题，她表示美国应看得更深更广，美国
需要更底层的论述来支持未来的对中政策 (a Letter X for China)。“Trade is not
the only problem and maybe not the biggest in the long run with China,” “
But we're now looking more deeply and broadly at China. And, I think State is
in the lead in that broader attempt to get something like a Letter X for
China, what Kennan wrote. You can't have a policy without an argument
underneath it.”
史金纳更提示，人权的要求已经不足以来对抗中国的议题，虽然当年，美国以开放及人权
政策让苏联崩溃，但这一套在中国不管用。(that human rights arguments might not
be as useful against China as they were against the Soviet Union,It was a
really important Western concept that opened the door really to undermine the
Soviet Union, a totalitarian state, on human rights principles,” “That's
not really possible with China.” )。
中国的全球阴谋已经被美国完全识破
这是大事件，大风暴的开始，美国已经出手了，或是说中国的全球阴谋已经被美国完全识
破，美国开始采取有效行动。而其中最重要的心理战线是“文明冲突”。这个辞语虽然套
用了1992年杭丁顿的理论用词，但有完全不一样的内涵。
台湾正忙着政治内战，很少人注意到这个全球巨变式的发展，而且在整个国务院三月以来
的论述，台湾都是被这个“文明冲突论”所包围。中共以及他的同路人都立即反击，这些
反击其实是哀鸣，他们知道，一旦美国是以文明冲突论来定位与中共之间的全球战，未来
的美国将演出的不再是过去四十年来的山姆大叔伦理剧，而是复仇者联盟结合Star wars
的对抗外星文明的战绝地武士连续剧。
