黎安友教授与市长早餐会，谈两岸、台美关系。
市长的政策，一直以来因为跟台湾主要政党不同，也因为加上一些“科学”色彩，所以常
常会被评为有趣，或者是有想法。
至于黎安友教授说了什么，以下是他接受采访的回答。
Q: What did you think of your meeting with the mayor?
A: I enjoyed meeting him. He is very straightforward and uses a lot of
interesting quotations.
问：您与市长会面的如何？
答：我很高兴见到他。他非常直率而且使用了很多有趣的引言。
Q: We know that the mayor has used “bank robbery” as a comparison to
describe US-China-Taiwan relations. It’s a bit controversial in Taiwan. Did
he reiterate this analogy during your meeting?
A: No, he did not.
Q: Do you agree with that analogy?
A: I don’t want to speak for the mayor and say what is policy is because
this is the first time I’ve met him, so I don’t believe I fully understand
his position.
问：我们知道市长曾经用“银行抢劫”作为比较来描述美中台关系。这个比较在台湾其实
具有争议性。他在会议期间是否重申了这个比喻？
答：没有。
问：你同意这个比喻吗？
答：我不想代表市长说他的政策是什么，因为这是我第一次和他见面，所以我不相信我完
全理解他的立场。
Q: What was your impression about his stance on cross strait relations? What’
s your reaction to his stance?
A: I think he’s very thoughtful on this question, and I’m interested to
better understand in the future how his strategy would differ from the
strategies of Ma Ying-jeou and Tsai Ing-wen. That’s a very subtle question.
So we only had a preliminary understanding of what his thinking is. I don’t
have a deep understanding.
问：他对两岸关系的立场让你有什么印象？你对他的立场有什么反应？
答：我认为他对这个问题非常深思熟虑，我有兴趣更加理解他的策略与马英九和蔡英文的

Q: Andrew, you mentioned before that Washington is satisfied with Tsai and Ma
because of their background as lawyers and they are very clear careful with
their use of words. The mayor is different, he is very unique. He speaks his
mind. Do you think that if he ran for president, would that be a concern for
Washington?
A: This is my own opinion. I think Washington will be very curious to deeply
understand his positions and to understand what he’s going to do in the
future. I think he will be very interested in understanding the point of view
of Washington. And I suppose that he and Washington will come to an
understanding, and Washington will probably be ok with him as a candidate for
the presidency.
问：Andrew，你之前提到华府对蔡总统和马总统很满意，因为他们有律师的背景，而且他
们对言语的使用非常谨慎。市长不同，他很独特。他说出自己的想法。你认为如果他竞选
总统，这对华府来说会是一个问题吗？
答：我认为华盛顿会非常好奇地去深入理解他的立场，并了解他未来有什么打算。我认为

Q: Mayor Ko believe China and Taiwan are one family. What do you think about
that?
A: My own view is that Taiwan people are more and more forming an identity
that is separate from mainland people’s identities. If in the future, China
changes a lot and becomes much more democratic, that identity question would
change again. And Taiwan people might at that time feel closer to the
mainland in terms of identify. But for now, I don’t see the trend as one
family.
问：柯市长认为中国和台湾是两岸一家亲。你觉得如何？
答：我个人认为台湾人越来越形成一种与大陆人不同的身分认同。如果将来，中国发生了
很大变化，变得更加民主，那么身分认同的问题就会再次发生变化，而那时台湾人民在认
同方面便可能更接近大陆。但就目前而言，我并不认为这个趋势是两岸一家亲。
Q: Andrew, you talk about US-China relations as maybe there’s a new cold
war. I wonder if you mentioned that to the mayor. And Taiwan is in a very
delicate situation to be caught in between. Did you give him any advice on
how to handle this situation better?
A: I didn’t talk to him about this idea of a new cold war, which is not my
idea, I think many people see this problem happening. I didn’t give him any
suggestions either because that’s not my place. I asked a lot of questions
because I’m trying to understand how view and the view of other people saw
as well about how Taiwan should… as you said, Taiwan is in a different
situation, so I’d like to understand how different people in Taiwan should
think Taiwan should handle this situation.
问：Andrew，你谈到美中关系可能是一场新的冷战。我想知道你是否向市长提到了这一点

A: I don’t think it’s appropriate for me to take a position on that. I
think if he Taiwan people elect him, then he will be a good president. But I’
m not a voter.

答：我不认为我对此表达立场是合适的。我想如果台湾人民选他，他就会成为一个好总统
，但我不是选民。
