2018/07/03植物人张振声早上十点到达台北市政府求见柯市长，现在是7月5日清晨4点，张
振声和父母睡在 台北市政府一楼大厅内已经两夜了。
现在仍然在台北市政府一楼大厅内等柯文哲，张振声已经等42小时了。我们三天没洗澡没
刷牙了，为了照顾张振声，张妈连续两天几乎没睡了，柯文哲赶快出来见张振声。

诉求：
植物人张振声求见柯市长！
2000/03/21台大土木系学生张振声跟众多同学在篮球场打球，不知道何缘故倒地。张振声
被台北市消防局和台大延误就医、处置失当，变成植物人。张振声在台大医院急诊室第三
天醒过来了，第四天又因处置失当昏死过去，从此变成植物人。18年来都是张振声的妈妈
在台中家里独自照护。
1. 2000/03/21台北市消防局救护张振声的纪录表（如附件）是造假的！例如，内容
有一项：送往医院或地点，竟然写 病人或家属要求！ 张振声当时已经昏迷，而且父母住
台中，也不知道他昏迷送医院了，怎么可能要求送台大医院？更严重的是，北市消的救护
员根本没有跟随去台大医院，造假，通通是造假！柯市长您应该查清楚！我已经写三封信
给柯市长了，完全没回应！
2. 张振声躺在篮球场时，在场有两辆救护车，都没有电击器，北市消救护车和台大
校本部的救护车，身负紧急救护责任的北市消救护员，不将振声抬上北市消救护车就近送
三总，竟然抬上台大的车子送台大医院，严重延误就医、处置失当，怠忽职守！害张振声
变成植物人！柯市长应该查清楚！
3. 救护车在没有电击器的情况下，救护车竟然不送距离篮球场只有200公尺的三军总
医院（当时还在汀州路），却送四公里多的台大医院！害张振声变成植物人！当时张振声
唯一需要的是电击器和缩短送达医院的时间，跟医生医术以及医院设备好坏完全无关﹗柯
市长您应该查清楚！
4. 张振声被送到台大医院就是柯文哲医师、黄胜坚医师和蔡璧如护理师医治的。
5. 张振声在台大医院的第二天，有做大脑断层扫瞄，大脑内的纹路还很清晰，细胞
还很正常。
第三天早上，我们去看张振声，他有明显反应了；中午去看他，眼睛睁开了，反应更好了
；
晚上7点再去看他时，我和内人各站在他左右边，叫他“眼睛转到爸爸这边来”，他就转过
来，
“眼睛转到妈妈这边来”他就转过去，手伸过去握他，他会用力，他嘴巴想说些什么，
但有插管，说不出来，他很喘…。他有反应了，而且能和外界互动了，我们高兴至极…。
探病时间到，非离开不可，我告诉他“好好休息，明天一早就会来看你”，
我想将我的手从他的手掌中抽出时，他紧握不放，表情很紧张，
两眼张的好大...他很激动...我看仪器表上的血压值从160升到215。
护士过来赶人...我回头..再回头...流着泪离开…。
可是第四天张振声病情突然大转变！第四天一早我急忙踏入加护病房看他时，
他左右两手被绑在床沿，整个人又跟第一天见时一样完全不省人事，
我们叫他，他完全没反应，屋内唯一的声音是张振声身上呼吸器的声响…。
当时我和张母只能哭泣在哭泣，希望任由命运割切、撕碎…
隔天医生说：“再做一次电脑断层扫瞄看看”，做后他没叫我们进去看。
几天后某位医生说：〝经过那晚大冲击之后，整个大脑完全坏了〞。
您们可以去调出张振声在台大医院，第一天，第二天，第三天和第四天的大脑断层扫瞄的
片子比较看看，如果没有被湮灭、掉包、窜改的话，大脑断层埽描变化之大，您会惊呼不
可思议！
6. 张振声被台北市政府和台大延误就医处置失当变成植物人，大家却把责任推得一
干二净，不但害张振声一生，也害父母必须照顾植物人一辈子！没天理！没良心！没人性
！没公道！
张振声的父母要求：台北市政府和台大必须负责从张振声变成植物人后的一切照护工作和
费用！

柯文哲的三封来信：
张先生:
时代是逐渐进步的
如果当时有更佳的紧急救护系统
也许张振声现在过著一个正常年轻人的生活
但当时的时空环境并未如此进步
这是时代大环境的问题
我们也只能往前看
希望从这个不幸的例子中
找出我们可做那些改进
避免以后的人再遭遇同样的不幸

第三天醒过来了，为何第四天又昏死过去呢？
ANS: This is the ischemia-reperfusion injury, ischemia can cause injury,
but reperfusion can cause more damage.
We are studying how to prevent this problem, otherwise, this problem will repe
at.
The patient seems to improbe then goes down hill again.
I have been a doctor for more than 10 years.
No matter how hard we work and sometimes we really achieve some task,
but there are still more that we do not know how to treat.
There is always something that is beyond our capacity.
In fact, as I told you that the society makes a progress slowly.
In USA, due to social security system,
your son will be taken care by some special organizations.
You do not need to worry the big cost you must be responsible for now.
In other developed countries, the same. However, here is Taiwan.
The income per capita is much less than those of other developed countries.
This is why what we are now. To hate cannot change anything.
I hope you can face this society with a more positive mood.
I do not know how to comfort you, but take my suggestion, see forward.

Mister Cheng:
I know what you send to me very well.
The key factor is to defibrillate as soon as possible no matter by whom.
In USA, heart disease is number 1 killer. About 1/3 Americans will die of hear
t attack.
So, in USA, every police car is equipped with an automatic external defibrilla
tor.
If your son could be defibrillated on the spot that day not in the hospital.
The story would be different. I know this.
世界在进步中
十年前
我刚回台湾时
也不会知道今天 我们有 ECMO, artificial liver, ...... etc.
Ten years ago, fulminant virus hepatitis B flare up in a HBV carrier is 100% d
estined to die.
But today, it is not difficult to save them.
Finally, what we can do is how we can save more people in the future
from a lesson that we learned from a sad case.
Do you know what I mean?
