看来是没有
应是宣示性法律
尼克森1972访北京
中共美国1979年才建交
非邦交国美国本来就是想访就访
根本没有限制
要访台早就可以访了
就算强制性法律
1995年美立法驻以色列大使馆要迁耶路撒冷
因为政治问题，到今天还拖着不迁
所以，台美官员互访
应该还是看不到
